Documents → Electronic Arts → The Sims 4 → Mods
Next, open The Sims 4 and go to Game Options → Other. Turn on Enable Custom Content and Mods.
If the download contains a .ts4script file, you will also need to enable Script Mods Allowed. Restart your game after changing these settings.
